Which gives us a clue of the variability that river system experiences and the futility of trying to control natural weather events. Mitigation would have required moving human activities out of future harms way. It is not to late to do the right thing for the nations future generations, such as relocating at risk habitation and personal property. They should be able to use the land for agricultural purposes if they are willing to accept any losses that will occur.
I have a small section of my property with that restriction and my neighbor has a number of acres that are restricted from structures due to potential flooding.
