If you repeatedly raise the error bar and then adjust to the high end, you get exponential growth in your confirmation bias.
If they carry on 1998 will soon be cooler than 1898. Unless of course they reduce 1898 as well in which case we will eventually find out the 19th C was colder than the ice age.
