In his June 23, 1988 Congressional testimony he said this :

    The man that walks around with his hand out for money exaggerates to justify giving him money if he thinks his job is in jeopardy as Hansen’s was in the mid 80s. Useless as Mammary glands on a bull come to mind!

    We have had a lot of hot summers since 1980 in DC. We also had many relatively cool summer in the 1960’s and 1970’s. It all comes out in the wash.

    In DC, summers of 1920’s were pretty average, 1930’s as in most places were above normal.
