Corruption can become so deeply engrained in some places that it is almost impossible to eradicate as one example like in Mexico. Considering the “Mexicanization” of Los Angeles and California, corruption in the LA Police Department / Government would not surprise me. Dorner decided the solution to the problem was a private war. We all cheer when a superhero gets the bad guy, but in fantasy it’s always clearly black and white.
